This is something Bison has also done in the animated movie to Ken. That said, if he's able to control Raphael's mind, it could undo the hero's legacy. So much so, maybe Raphael can be greater than Bison. Clearly, he's seeing this rage inside Raphael as something that can benefit him, and make the red-banded ninja turtle a weapon of mass destruction. The Street Fighter villain has worked on unlocking it, become a super-soldier and near-god at times.
Bison confirms Raphael has "psycho power" inside, which is the lifeblood of Bison's projects. He's rigging a fighting tournament, wanting to harness the turtle's proclivity for violence and chaos. Well, Bison has been orchestrating things to prey on this rage in the crossover. The comics, cartoons and films leaned into this aggression, painting it as Raphael's downfall. Splinter has warned him about it many times, with Leonardo even coming to blows with his brother on occasion. Now, in TMNT lore, Raphael has always had a problem with his anger.
